Description

Since Sept. 2006 the Manoa Faculty Senate Committee on Research has been discussing various aspects of UH policy on research for which there are sponsor restrictions. These include classifed research, proprietary research, and other publication-restricted research. This review has included examination of recent federal restrictions and policies at other universities as well as current UH Board of Regents policy and past Manoa Faculty Senate resolutions. As part of this process, I have drafted some policy elements to try to stimulate faculty discussion. I will give some background and review the draft including areas of agreement and disagreement. There will be ample time for discussion and comments are encouraged. This draft represents my views and neither it nor this talk is intended to encompass the views of the entire committee.
JGL added note: This topic may sound boring to many, particularly students, but the results of such a policy and the controversy surrounding such, may have an impact upon us all, particularly as it relates to the heated debate about a Navy Research institute (UARC) on campus.
